Rule 01
Every owner holds towing cover
A towing subscription, or insurance that includes towing.
What Boapah does
A cover registry for insurers and towing companies, with proof of cover by SMS and a plate check for officers.

Compulsory towing starts 1 January 2027
Boapah is the operations and compliance layer for Ghana’s towing regime. Motorists report by USSD, SMS or a call. Insurers and towing companies get the job in seconds. Crews work it in an app that keeps going offline. Every step is timed, located and sealed as evidence.
01Act 1153 · L.I. 2519
From January 2027, every vehicle owner in Ghana must hold towing cover, and a disabled vehicle must come off the road at once. Insurers and towing companies now owe a time-critical field service, and they will need to prove they delivered it.

Rule 01
A towing subscription, or insurance that includes towing.
What Boapah does
A cover registry for insurers and towing companies, with proof of cover by SMS and a plate check for officers.
Rule 02
The driver warns other road users and calls their provider.
What Boapah does
A report takes three USSD screens. Its time is on record as the motorist’s proof, and arrival is timed against the target.
Rule 03
Towing companies notify police or NRSA of every removal.
What Boapah does
A removal notice goes to the authority feed automatically when the vehicle is loaded.
Rule 04
Storage, notice to the owner, then judicial auction.
What Boapah does
Day 0, 5, 7, 14 and 21 notices with delivery receipts, letters when a text fails, and the auction hand-over.

02One record, every party
A roadside incident touches a motorist, a call centre, an insurer, a towing company and its crew, sometimes a yard and an authority. Today each keeps its own notes. On Boapah they all work the same case, each seeing only what is theirs to see.

Evidence and claims
For every accident, the insurer gets a claim-ready pack: time-stamped, GPS-tagged photos, the crew’s inspection, police details, the motorist’s statement and the full tow record.
Each photo carries a hash chained to the one before. The chain is anchored every day in write-once storage, so anyone can check that nothing was added, removed or changed.

Every vehicle taken off the road appears in the authority feed with plate, place, time, destination and operator, and with no names or phone numbers. Compulsory tows, custody counters and auction referrals arrive the same way, in the portal, as CSV or by signed webhook into NRSA’s own systems.

05Where we start
We launch on Ghana’s busiest corridor: Greater Accra, the N6 through the Eastern Region and Kumasi metro. City streets and open highway, heavy traffic and patchy signal, all on one route. If it works here, it works anywhere.
06Built for Ghana’s roads
USSD · SMS · VOICE
Any phone, any network
Motorists report in three USSD screens or by calling. The case link opens on 3G and weighs less than a photo.
OFFLINE FIRST
Crews keep working without signal
Steps and photos are saved on the phone and sent in order when the truck finds coverage. The phone’s own time is kept.
TWO AGGREGATORS
Legal texts that arrive
Custody and safety texts go through two SMS networks at once, with receipts. A text that cannot be proven becomes a letter.
GHANAPOSTGPS
Location, however it comes
Browser GPS, a digital address, a landmark or a pin. Dispatch never waits for a perfect location; the crew calls ahead.
URBAN · HIGHWAY
Targets that fit the road
City and highway road areas carry their own arrival targets, set in the rule set and changed without new code.
PLAIN LANGUAGE
Words people understand
Every text and screen is written for a motorist at the roadside. Texts can be translated into local languages.
07Security and trust
Insurers settle claims on it, authorities enforce on it and towing companies get paid on it. So the record has to be beyond argument, and private by default.
Evidence that holds up
Every photo is hashed and chained to the one before; the chain is anchored daily in write-once storage and cited in each claim pack.
An audit trail nobody can edit
Case events, audit logs and evidence logs are append-only at the database level. Even Boapah staff cannot rewrite them.
Each organisation sees its own cases
Row-level security separates insurers, towing companies, yards and authorities inside the database, not just in the screens.
Sensitive actions take two people
Staff sign in with two-step codes; rule changes, grants of admin rights and reactivations need a second approver.
Personal data kept to a minimum
No names or phone numbers in the authority feed or partner payloads. Motorists can ask for an export or erasure.
Neutral by design
Boapah never sells cover and never competes for your customers. Money is tracked on the platform, never held.
